Yes. Both the Short Description and Description fields in the New Item page support inline images. Each field has a rich-text editor with an Insert Image icon in the toolbar, click it to upload and embed an image directly within the description content.

Note that these description images are separate from your main item images, which are managed in the General Details > Browse Images section.
