What is the difference between deleting a card and marking a card inactive?

If you want to delete a card, you should delete all the expenses that are created from the card’s transactions. However, you can mark a card inactive without deleting the associated expenses. Once a card is marked inactive, no transaction will be fetched for that card into Zoho Expense.
