Is there a penalty for offering exhibition and conference related services with an expired licence?

Yes. If you fail to notify the FTA about your expired licence and do not apply for renewal, and you continue providing services without collecting and accounting for VAT, then you will be liable to pay the VAT amount due and will be subject to normal applicable penalties.
