While Zoho Creator pricing is based on number of users, we have a cap on number of applications in free edition.
In Personal Free Edition, you can have maximum of 3 applications. In paid business editions you can create UNLIMITED number of applications.
Here's what you get when you upgrade to the paid edition...
To upgrade to the paid business edition...
... and click on the Upgrade button of the plan of your choice.
...what will happen to the shared users when I upgrade?
When you upgrade, the 'InActive' users, if any, within the subscribed user limit are changed to 'Active' automatically. For example, assume that you upgrade from the Basic 3 user pack -to- the Professional 10 user pack and you had 12 'Inactive' users. After the upgrade, the status of 7 'Inactive' users will be changed to 'Active' status, making a total of 10 Active users as per the plan.
If you want to share the application with users of your choice, first inactivate the users that you don't need and then activate the required users, within the subscribed user limit.
You can add 25 users. 1 being the admin (ie., you).
You can upgrade to the paid business edition anytime. Your data will be safe and retained fully on upgrade. Please visit Account Settings > Subscription for upgrading.

...what will happen to the shared users when I downgrade?
When you downgrade say from the Profession Plus 25 user pack -to- the Professional 10 user pack, the first 10 users you have added to your account will be 'Active' and they will be able to access the application shared to them. The status of all excessive users are changed to 'Inactive'.
If you want to share the application with users of your choice, first inactivate the 10 users that you do not need and then activate the other 10 you need.
Once the account is upgraded, the 'InActive' users within the subscribed user limit are again changed to 'Active' automatically.
